I'd pour some hot water on the tapered piece while the lower part is wrapped in plastic to keep the hot off it. Then if it still won't let loose, grab it with a vice grip with cardboard inside, if it digs in then you get a new one. I bet there's an o ring and cleaning and greasing it with silicone grease will stop the leak if you don't have the right size.
