Most of that is plastic and caused by city dwellers, not farmers.
If you are referring to the dead zone, it is time to pull your head out of the sand before ag drainage gets regulated even more than it is. It is caused by nitrates, some of which comes from city dwellers, but farmers are much easier to regulate.
