You pretty well answered your own question.    

Snow 10' deep melts fast and runs off of frozen ground causing flooding.    When its gone it warms up, the ground thaws out and we plant.


That's why nobody up north gets too excited about snow putting usable moisture in the ground for crop use, it mostly runs off.


Not much has been planted here yet.   The ground is fit but its been COLD.  The way the forecast looks I would guess that by this time next Sunday there will be a pretty high % of ground planted around here.    Planters will be rolling this week.
