It's a moisture thing. You get 2-3 times more precipitation normally from Dec 1-May 1. Even with higher temps further south in winter, soil infiltration and evaporation is not quick enough to make up the difference. Trade precipitation amounts and they would face a 1997 every year. Now there is the quick snow fall factor with rain on top that exacerbated the issue that year, but normal precipitation amounts are so much lower as one gets after Sept 1 up north/northwest. For example between Sept 1, 1996 and May 1, 1997 the red river valley area weather stations in ND, MN got between 10 and 20" of precipitation. Normal at Indianapolis in that same timeframe is 25". High precipitation isn't all its cracked up to be at least in the winter months. Little long term(year plus)drought risk but also much more variable planting speed and progress.
