Would the newest iPad of a Microsoft Surface Tablet be the way to go for running different apps as they pertain to collecting soil data?

Admittedly I'm an anti-apple guy, but I understand a lot of apps are built or optimized for Apple only.

What do you mean by that?
One has either an iPad or a microsoft Tablet, I don't think an hybrid version exists.
