I pull my kids to the edge of the bed until they start falling. They wake up instantly without a fuss.
But, I agree with earlier bedtimes until they are getting enough rest.
The ages you mentioned are in the middle of a high growth period. Make sure they are getting enough calories, if they are low, they will be sleepy and hard to wake up.
Bed time snacks.
Help them to get to bed at night. Write everything down from the day, write things down for the next day. This will help them slow down thoughts about the next day, and have a point to start at the next day.
Find activities that calm them down prior to bed. We’ve had luck with sketching, legos, dot-to-dots, cutting, and coloring.
Avoid things that take energy and focus: reading, video games, board games, card games, exercise, and chores.
Make a set routine leading up to bedtime.
