Permitting fees could be significantly higher in some areas. My county charges $600 permit fee for all new wells.
Also could it be that your friend is pricing a constant pressure system (variable speed pump) and you priced a traditional submersible? There is probably $2000 difference.
Maybe they have to case the well all the way to the bottom? In my area, casing only goes down the first 20-50 feet until they hit solid rock,,, usually.
Also the terrain at the well location can be a factor. Is there room in the lot for a regular drilling rig or will they need to bring in a special rig? Trees, landscaping, neighboring house? They may have to put up noise barriers, put down ground mats, prune trees, ect...
Distance to the house could also be longer. Maybe have to tunnel under a patio or some other obstacle?
I admit that $30,000 seems high, but there could be a lot of factors
