I wouldn't assume that the demand didn't record starting AC/Heat units or other things that might have a high starting demand.
I would assume it DID, that's what it is there for.
If you have a 200 amp main breaker, 25KVA will carry it.  
25,000 (volts x amps) / 240volts = 104.1667 amps on each leg. 
If your power company delivers 220volts:
25,000/220 =113.6363 amps on each leg.
now, if you have a 400 amp service to your house, double it.  And,by the way, did you know those main breakers are only going to carry 80% of there name plate rating. Thus, your utility installs a "320" meter in your 400 amp service.
Now, if your house is feeding the shop, go add the shop main breaker into your calculations.
