If you leave any part of the plums sticking up above ground, you chance a tire puncture. That's been my point whenever people advocate using a "brush hog" to flail them off.
If you don't want a thousand little pungee sticks waiting for a tire, pull them instead of cutting them off. Tree pullers work, they just take a little longer to do the job right. Of course the easiest would have been keeping them under control from the beginning.
