i bought a galliger last week, still trying to figure it out. have a top and bottom wire. top reads 5.4 amp and 7 kv bottom reads .4 amp and 7kv

IDK< ..Each wire will have its own amperage draw. .. you already got twice as much voltage already as it takes to make cattle respect a fence. If you have decent cattle that aren't spoiled and have 3K or more volts when the morning dew is still on,it will go higher as the day goes on. You then use the amperage draw feature to find out where a dead short is located when you fence tests low or no voltage..Even insulators and air exposure/humidity/ to the wire make a draw of amperage and a line loss of voltage.. its the nature of flowing electrons.
5 and 7 amp draw is probably just the wet grass touching in places or moist insulators. If you doubt your fencers power to shock an animal, short the wire on the far end away from the charger and watch it spark. Then tell us if you would feel comfortable touching it as it sparks(:
