For quite a few years "here" we've been using windows tablets or rugged handhelds and SMS. We also use iPads and their Agfiniti and do just fine. 

SMS desktop for boundaries, making sampling points/zones/grids, send to mobile device to take samples, import lab results back into original SMS sampling map to make Rx based on what we see from the results.
