Checking the GPM was a good idea as that takes any question about a speed source problem out of the picture. Since you are not getting a GPM, the problem is on the "flow" side of things. This could be a stuck flowmeter but you've checked that. The problem could be a bad sensor in the flow meter or a problem with the wiring from the flow meter.
Most systems have a method for testing this with air. A very small meter cal is temporarily entered into the system for the test. Zero out the total volume. The flow meter is removed from the system and the controller is set to spray but with the pump off. Then blowing through the flow meter with an air source should spin the turbine and the display should show an increase in total gallons and a GPM. With a Raven flow meter and most others you should be able to see the turbine turn. When the air is removed it should continue to coast to a nice smooth stop. If you shake the flow meter, you should be able to hear a slight click which is an indication of the end play between the turbine and its housing. This is not terribly critical but there needs to be some "slop" in the end play. This can be adjusted by moving the adjustment stud.
