I thought it was good to open it occasionally to make sure it wasn't stuck or limed stuck. I probably did that on the previous AO Smith heater 50 times.

They are spring loaded and shut. The lever gives you leverage to open the valve. Excess heat would build pressure enough to overcome the spring and let out water as long as the pressure is high enough to open the valve. I would say that the spring would be overcome at a certain pressure. Over heating can produce steam which is very powerful.
