For the 700 licenses you go to the toolbox page and scroll all the way to the right, the tab is activations and it will list all the licenses in the 700.
Correct, however this will not show any *receiver* unlocks or subscriptions (like OmniSTAR). The title of the OP's original post doesn't match his question.
