As a rough general rule. Scissor lifts are best for working overhead and boom lifts are best at working beside.
Sounds like you have to satisfy an electrician’s demands and I would assume the electrician is going to be working on a ceiling. Pulling cable along a ceiling in a bucket is no fun if you’re used to a platform.
