Drove I -80 yesterday on the way to Omaha.  The workers have taken road maintainer in the bottom middle of the median and bladed the dirt back to make big windrows of dirt.  Next they are laying an asphalt down the middle on this dirt maybe 4 ft wide.  I did not see any drainage pipe or wire being installed.  They were working on this at 9 pm last night under the lights.  I have driven this road for 50 years and never remember any drainage problems here.    What are they up to ?    This work goes on for miles and miles.
