Prior to super glue for fine scratches, or JB Weld for larger nicks, the surface needs to be super clean. I use acetone to remove oil from the pores of the metal. Then apply whatever you try.If you blob it on, let it set hard. Then start with light strokes of a file, progressively working to finer grits of sand paper. End with Crocus cloth. Don't try to file the Chrome off, treat it like a good friend. I have some repairs going on a few years, hopefully will get a few more.
