My first thought is,
The good areas have already been tuck-pointed once.
The bad area was probably skipped at that time.
Some kind of grinder is used to remove the needed mortar.  
Wear a mask when doing this.
Silica dust has similar effects as asbestos.
Rake new mortar in with a tuck point tool.
