A dirt scraper/pan is by far the best way to build or rebuild waterways.
With a grader or dozer, you will be pushing dirt out of the channel into the field along the waterway, which tends to make a ridge along the edge of the waterway, no matter how well you try to spread the dirt. That makes it harder for water to flow into the waterway channel, creating two secondary channels along the side of the waterway.
Using a pan makes it easy to shape and grade the channel, and easy to haul the spoil completely away from the waterway. There are always smaller washouts up the hills that need that dirt returned and filled back in.
