Sounds like a rate ontroller issue. Did it do it at high speeds with less than 4 sections on? Most rate controllers use power to apply section valves which means you are running 9 solenoid coil while planting. Since the PWM coil current varies with speed/population it sounds like the PWM driver is getting over current at high speeds. Since Brand PWM uses a 1A coil it sounds to me like low voltage on controller. Is rate controller wired direct to battery?

ETA: When controller voltage drops it causes coil voltage to drop. The bypass coil on the first motor could be partially open which would cause the PWM driver to increase flow and load up system since flow needs to increase. Really need more info, but I would say motor is fine until you swap a bypass valve with another motor and see if the problem follows the vbypass valve. Removing the shutoff valve does little to prove since a standard hydraulic plug and open valve in a 2 port cavity are the same hydraulically.
