Ohio | Gee, and I thought only I had this exact same issue ! Same as yours, bought new 2014, usually just one or two rows, same rows, I don't have the uphill/downhill population changes, at least I don't know, I have mostly flat ground, I use the planter wheel speed sensors on mine.
I haven't figured it out yet. I have taken the seed sensor apart and cleaned it up and they will work good for a while? Had a lot of seed treatment on it?
I don't have an answer for you, BUT you're not alone.
