Maybe a better solution for fairness would be to revise the Permanent Apportionment Act of 1929 that put a cap on the size of the house. Set the target size at the population of the smallest state (Wyoming) and then use that number as the basis to assign the number of congressional districts in each state. Have the law reset the districts to reflect this immediately. That will fix the unequal influence currently enjoyed by the low population states, who have equal influence through the senate. This also addresses the imbalance in the electoral college.
