Its either the cylinder or the valve, easiest way I can think to test the cylinders I can think of is to drive it around some without using the boom to get the oil warm. Then hold the boom down pedal for a while and see if one or both of the cylinders get warm. If they are bypassing internally they would get warm. This is assuming there isn't oil pouring out of the side covers behind the wheels, blown hose here is the normal cause of settling booms.
