IF the market were free, no, you would not have to "report price".  Normally, the livestock market is free because the price for the animals is self-regulated by many buyers and sellers negotiating openly without hidden or coerced transactions.  Since we have only 4 major packers who have no interest in a free market (and the clout/position to ignore free market principles), this would be an attempt to try and remedy the situation.  (Full Disclosure:  I am not a licensed economist nor do I play one on TV!)
