Put 4" pipe (about 4 1/2" OD heavy pipe) in a friends house on the inside the block wall--what we could find at time
put one pipe about every 5' chipped out a shallow drain on inside around the walls --
all drains go to a sump pump hole we just left the 4" pipe exposed no mold trouble
used red head bolts into floor with a plate welded to bottom of pipe-- anchored top of pipe to floor joists
been 40 years still works walls quit shifting house is solid
Never messed with the outside walls CHEAP and easy NOT perfect

Add we decided to drain the outside of the wall used a big hammer drill with a long bit drilled many holes just above the floor
pretty easy to drill through block
water poured in for a day then quit-water was in the block holes and on OS of wall -don't even think he plugged the holes
Make sure your gutters are good and ground slopes away from your house
