The problem with police crippling criminals for life is that you & I & all taxpayers everywhere will from that day forward support that crippled criminal & absorb his medical bills. It's happened locally. We'll buy a special handicap van for them. Hire drivers. Special medical care....for the rest of his life. It will cost us millions & millions of dollars. Meanwhile wounded veterans will have to drive hundreds of miles just to find out if the medication/treatment needed has been approved by the VA yet or not.
But, I get your point. If it weren't for lawyers, your idea would be well received.
