I am going to say,
The soybeans will probably grow through the mat of straw just fine.
Will there be an economic benefit from rolling the straw?
Maybe some years? 
I am going to say, most years, leaving the straw stand is going to be the best option.
Planting behind a stripper head is considered to be the ideal way to plant stubble beans.
