Floyd County, Iowa | Two years ago I complained to the county tax assessor about the huge yearly jumps in property tax premiums here. He told me that they were doing it as a "preemptive" move. Said the state had guidelines for property taxes, but leave it up to the counties to raise accordingly, but had to eventually be in line with the state's guideline. If the counties didn't raise taxes enough and often enough for the state's satisfaction, the state would mandate the tax increases, and would be more painful than what the counties wanted.
I don't know if that was BS or not (coming from a gov't employee), but it sounded plausible, and I was in no position to logically argue it.
The old saying "You can't fight city hall" comes to mind. So does the other saying "When you have 'em by the balls, their hearts are sure to follow" (that one is my favorite).
