Not sure why you can not pull head unless it is inside a barn like one we have and do not have room above to pull it out.
You did not say how new it is or if the problem developed soon after it went in or later.

Sounds like something is loose somewhere 'down there' OR there is some debris floating in the shutoff body that is blocking flow.

May be only one option.
Dig it out and replace or at least have a good look at what is happening.

They are not that expensive so might be best to have a replacement on hand when you dig it out and it you find the problem and can fix you will have an extra hydrant for the next time
