I don't know the first thing about sales tax. We have no such thing in MT. Somehow we still have police, fire, hospital, road maintenance, & etc..
When we license our cars, a set amount of that fee is allocated to the county. I would expect the EV fee could be treated similar so the locals would get a cut of the action. Taxes levied at point of sale don't always go to buyer's home county because many folks will buy at a nearby state or locality if fuel, booze, or smokes are a bit cheaper there and the distance isn't cost prohibitive.
