N.W. Illinois
The EVs are not certainly not paying their fair share in Illinois with just the $100 per yearly fee.

Average mileage driven in Illinois per/year is 12,600. Average miles per/gallon for a gas powered car is 25.7 Motor vehicle gas tax in Illinois is .559 per/ gallon. Using those numbers the average gas vehicle in Illinois is paying $274 per year in motor vehicle taxes. That's 2.7 times what a EV is paying.

Also all new EVs qualify for a $4000 rebate from the fiscally broke State of Illinois when they are purchased.

Iowa average mileage driven per/year is 15,000. Gas tax is ,30 per gallon. 25.7 miles per gallon. The average gas vehicle in Iowa is paying $175 per year in gas tax.

Actually I fail to see any state that is way out of line with their EV fees looking at your map.
