I've said it before and it bears repeating, "This is a new area and is changing rapidly so you need to stay current with so called facts that you post."
60% of states charge an extra fee to make up for lost gas tax revenue. Some are way out of line with their charges and some don't charge enough. 
Here is a map that was current about a year ago. May have changed since but for sure, Iowa was getting a decent cut to make up for lost fuel tax revenue. Also worth noting that gas buyers pay a little bit every time they fill. EV users are required to pay it all up front so the states get to use part of the money interest free. That seems a bit unfair to me.
