The steering wheels (and seems like ATU units also) can be very tight on the old Deere steering columns.
I don't have an ATU but have installed EZ-Steer system on 3 old Deere SG cabs.
I was advised to loosen the center bolt a little bit and the start hitting hard under the wheel by both hands.
Loosing the bolt just a little lets the wheel come out of tapered splines but not to jump to your face...

My experience: 2 out of 3 times this worked out, but one wheel was so f...g tight (and I used a lot of the CRC kind of sprays and time...) that I just ended out cutting out the plastic telescope cover out to get the mounting brackets fastened.
