I mowed one a few years ago.
When I hit it I remembered it was run over by a snowmachine in the winter and was quite low in the grass.

I also knew it was no longer used as we had fibre and this was the old wire terminal.

i stood it back up and wrapped some tape around it so it would be visible next time and phone company cleaned it up to just below ground level as they gradually worked up and down the roads clearing the old terminals out.

don't think i would like to run over a fibre junction box
Nobody would be happy, neighbours with no TV, Internet or phone and phone company having to splice all the little fibres back together
