Kettle Moraine, WI | I have same curiosity. The "qualifying event, in whole or part, caused the insurance indemnity payment" is ambiguous to me.
One way could read that a non qualifying disaster event could be listed as the cause of loss for crop insurance and yet if just 1% of loss was caused by a qualifying event, though silent on paperwork, should be payable under ERP.
The second way to read into it is the question I see being an issue is "why wasn't listed as a cause of loss as crop insurance could list multiple causes of loss". The worry I have in this approach is then the assumption of non full disclosure in loss claim certification and why wasn't that listed being point of contention. Worst case being the paid indemnity is then considered void and must be repaid.
In the spirit of what the program is trying to accomplish I assume nothing and guess anything is possible. Be prepared to argue your point that you are correct whatever you do.
