Got four 12 ft tire tanks on rural water fed with hydrants and floats. Only have the hydrants protected, rest of tank is open. No problems there but I dont have any drains or stuff coming up the center to worry about.

Going to put an 8 ft tank in this month fed by solar pump/well. I just protect the solar portion but its pretty heavy duty. When I want to drain a tank i just bring along two sump pumps and my little Honda EU2200 generator. Empties it in 5 minutes. That way i dont have any lines coming up through the center of my tanks to mess with. Works for me. In your case i would def go the pipe route but I always tend to overbuild things.
