Internet data is bounced around from point to point until it gets to its destination, and a response is hopped back from point to point until it finds you.
If any of these handoffs has trouble, it might pause, or even resend the info a second time. All added together there can be delays of very tiny but important time.
These delays add up and can create the choppy communication, or slow gameplay.
If it were a garden hose, someone is putting momentary kinks in the hose and messing up your water flow.
