Persistence is key. I would suggest starting a little earlier next year. What I do is went and bought a few of those (I call them) cheater links that you can unscrew and at a link into a chain. Then pull the rope out from under their chin, add that link in and run the rope back trough that link. That way it is loose and can slide freely. Sullivans also sells something similar, I think they call it a breaking halter, but I am too cheap to buy them.

So we start out day 1 tying calves up with this halter on because they typically pull all day. Well when they take a step forward it releases pressure from underneath their chin. I have had calves learn this by the end of the first day and typically by day 3-4 we are able to lead them and not have to pull them everywhere because they learned from the beginning if they step forward the pressure is released.
