Nebraska | Have you by chance removed the PWM cartridge valve from the block to compare it between the 2 motors? I know your symptom doesn't necessarily point that direction, however I have encountered a situation where that made all the difference. I converted a John Deere seeding motor to run a piston pump and it was not able to be controlled when controlled by the Precision planting side but was fine on the John Deere side. I ended up finding that the spool inside the cartridge valve had split into pieces. Replacing the cartridge valve made everything right again.
