I think your misread his post. He has a mobile data "stick" / modem for his house internet. Once that data hits 200gb his speed gets speed throttled down ( common practice up here on rural networks). However his cell phones have unlimited data (not sure speed though), so he wants to switch to phone data instead once his data limit is reached.
