Right click on the "cmd" result, instead of left clicking. There should be an option that pops up that says "run as administrator"
Otherwise You are in the correct area with the "old dos format"

Explain "power cycle". Or does that mean restart?
Instead of using "restart", use "shut down" and let it fully power off, then turn it back on. Just using "restart" will cause issues some times.
