You might be thinking of AgOpenGPS. Open Source group that made a program to steer farm equipment. I actually just ordered a bunch of components from digikey so I can finally get a tractor with autosteer on our farm.

Running the grain bin fan would be a great project for Arduino beginners, not too many parameters to keep track of, though you might want an electrician to double check the relay switch wiring before you hook the everything up.
