Have you priced a 4TB SSD vs a 4TB HDD?

An SSD that is quality, not the Chinese "real, legit, 100% authentic"

About $300 difference. Used it's even bigger.

And like said before, an HDD will basically go until the motor that spins it will not and a SSD has a finite lifespan.

Also tape is still around, Google LTO tape. Businesses use that for backup as its cost per GB is much better than anything else, along with its reliability.
