That's the way I'm reading it, too. Sounds like the guy just needs to pony up and buy some land, even if only a few acres. It wouldn't be exactly ethical, but probably quasi-legal. Some guys will do almost anything to get more wild game. He's just using the OP for a path to more hunting, IMO.
