I've had one new tire out of a new set have broken cords before. Talk about a pain in the butt to figure out. The tire shop finally dismounted all of them because it was behaving just like you mentioned. On the bad one, you could press down on it while it was sitting straight up and it would fold in half. They swapped that one out and it was back to normal. These were not cheap tires either, major name brand.
