they said that last year, now they upped the tw discounts for the same reasoning. I think the elevators are trying to do some sneaky, fancy double discount (basis, and tw) to beef up there bottom line. remember when basis was "only" shipping costs? I would think that an end user like the local ethonal plants would be zero basis like a river terminal, but no - that don't work that way.
