Vultures are protected because they make the rules. When you make the rules you can make them apply to whomever you want (or don;t want). Thats why vultures like Justin Trudeau can get away with things that would throw most people in jail, much less have them lose their public position. Ethics and laws don't apply to vultures. If you asking about the bird, I don't know.
