Probably a better term but I think of open borders like in Europe. You can drive from France to Switzerland and not need check a passport but if wanting to stay more than 90 days in Switzerland you need to get checked out.

I don't believe any animal should be protected by federal law. Maybe a state could protect and animal but I don't think the federal government moves fast enough to keep up with population changes to actually make any good recommendations. About like their ability to say how much corn we actually produce.
