IMO, the vultures should be able to be taken care of if they are harassing your livestock. Yes, they have programs in place to 'compensate' you for part of the loss, but if you've ever seen one of your animals killed by a predator (in my case coyotes) you would understand just getting partial compensation isn't enough.

Oh, and I don't want this to turn political, but (again IMO) open borders, along with background checks and due diligence, seem to be contradicting terms.
Maybe a better term would be unlimited legal immigration for vetted people.
