From my husband, who was on the receiving end of a lot of care packages in Iraq, a stable cookie, such as a gingersnap seemed to work best. Sugar cookies usually didn't do quite as well. Package in a stiff container....candy tin or similar, then pack in a shipping box of choice, cushioning the container well within the box. Boxes tend to be damaged in shipping, letting contaminants in, so sealing up the food itself air-tight is a very good idea, whether you use a vacuum bag or tape of some type on the candy tin. The flat-rate cartons from the post office work very well for care packages overseas. Weight is not a consideration.....whatever you can fit in the box ships for one flat rate, and is pretty reasonable.
